Principal

Lee Shorts, joined Integrity Parking in 2012 and brought with him over thirty years of experience as an Owner and President of a global PARCS manufacturing organization with direct involvement in all facets of finance, parking garage development projects, manufacturing, engineering, hardware & software designs, global channel distribution and enterprise project management.

Lee has advised organizations with private client business acquisitions, project finance & bond structure, contract negotiations and construction planning in the United States, Canada, Mexico, Switzerland, France, Germany, Middle East, Venezuela, Ecuador, and the Caribbean markets.

As a member of the Institute of Transportation Engineers (ITE), Lee’s experience in finance, technologies for parking and transportation for Smart Cities, PARCS demand and feasibility studies, and a primary focus in PARCS bid and procurement procedures, makes him a leader in this field.

Lee’s career has included system solutions, installation and project management for clients including US Dept. of Defense, National Security Agency, Dept of the Interior, Dept of Energy, LAX Airport, Chicago O’Hare Airport, Zurich Airport, Schiphol Airport, Kansas City Int’l Airport, Greater Rochester Int’l Airport, Cleveland Museum of Art, Virginia Commonwealth University, City of Santa Cruz, City of New York, and many parking authorities and parking operations management companies around the world.

JAMES V. LAROCCO

Senior Advisor

Jim LaRocco, founded Integrity Parking Systems in 2001 after many years as a senior executive specializing in Parking, Transportation, and Consulting Management. Jim has experienced and lead organizations comprised of all aspects of parking and transportation management, including parking garage development projects.

Jim’s advisory skills are corporate acquisitions, contract negotiations, planning, bond financing and operations management. As an innovative leader, Jim has participated in developing several technological advancements in cooperation with equipment vendors now commonly used in the parking industry such as license plate inventory systems, automated credit card exit lanes and monthly parking systems. He continues to support utilizing technology to improve the audit trail and streamlining parking revenue control effectiveness.

At one point in Jim’s career, he oversaw the North American parking and related transportation service group as Executive Vice President and COO for a major parking firm encompassing 600 contracts in the United States and Canada. During his career, Jim has advised and consulted numerous parking projects throughout the United States and Canada.

Professional Memberships

The Alliance for Parking Data Standards (APDS), formed by the International Parking & Mobility Institute (IPMI), the British Parking Association (BPA), and the European Parking Association (EPA), is a not-for-profit organization with the mission to develop, promote, manage, and maintain a uniform global standard that will allow organizations to share parking data across platforms worldwide. ​APDS is a consensus-built international standard establishing a common language for data elements and definitions in the parking, transportation, and mobility sector that helps to facilitate seamless integration, compatibility, and communication between parking entities, the automotive industry, IT developers, map and app providers, as well as other stakeholders.
The Institute of Transportation Engineers (ITE) is an international membership association of transportation professionals who work to improve mobility and safety for all transportation system users and help build smart and livable communities.

Through its products and services, ITE promotes professional development and career advancement for its members, supports and encourages education, identifies necessary research, develops technical resources including standards and recommended practices, develops public awareness programs, and serves as a conduit for the exchange of professional information.
